Work in the Field of Standardization

VNISI traditionally carries out work in the field of standardization in cooperation with the technical committee of standardization TC 332 “Lighting equipment” for lighting fittings, control gear, impulse starting devices, conversion devices, controllers etc.

In the field of international standardization TC 332 cooperates with the International Electrotechnical Commission’s technical committee 34: “Lamps and related equipment”. TC 332 receives working data from IEC, the projects of standards under development and changes into the IEC standards, and also informational and organizational material in the field of international standardization of lighting equipment. These documents are utilized by TC 332 in its work. On the basis of the new editions of IEC documents the operating harmonized standards for lighting equipment are being actualized and updated. Such practice allows utilizing international requirements in the field of lighting equipment for developing the national standards on lighting equipment, especially the LED-based light sources and lighting units utilizing LEDs.

Restarting the process of standardization after a certain pause during the last years was incited by the introduction of the new light sources into the lighting engineering. These new light sources include LEDs. Another factor that led to the revival of standardization was a tendency to level the Russian regulations and standards with the international ones. Developing standards is carried out in accordance with the program for national standardization based upon the standardization programs of “Novy Svet” (“New light”) and “RUSNANO” companies. These programs were elaborated in partnership with VNISI.

Thus, in 2009-2010 GOST R (Russian All-union State Standard) 54350–2011 “Lighting fittings. Light requirements and test methods” was developed. The work on the GOST standard “Lighting fittings. Terms and definitions”, the series of GOST R IEC standards on the control gear for the discharge lamps, LED modules and other standards is coming to its conclusion. The institute also started developing GOST standards on various aspects of functional lighting and workplace lighting.
The Institute initiated extensive discussion of the standards under development via mailing the institutions concerned and further consensus meetings to discuss the feedback.

VNISI’s experts and specialists took an active part in developing the requirements for lighting equipment (illumination devices) and light sources that was approved by the Enactment of the Government of Russian Federation ( PP No. 602 of July, 20-th 2011).

VNISI is an active participant in the process of developing the “General concept of preserving the unitary lighting and color environment of the city in respect of the development of the architecture and artistic lighting in Moscow”. The objectives of this concept include defining the principles and methods of framing the unitary lighting and color environment, improving and developing artistic and expressive image of the city during night hours.

At the heart of this concept lies an idea of a well-balanced utilization of all of the types of lighting (outdoor, functional, architectural, illuminated advertising, festive lighting – decorative illumination) in order to improve the levels of safety and comfort in the city’s lighting environment and promote its architectural and artistic outlook during night hours.

In the framework of this concept specific lighting engineering requirements were outlined for lighting and color areas of Moscow (panoramas and views) considering the well-balanced utilization of all of the types of outdoor lighting.
Special priority was given to adjusting the spectral quality of the light sources in use.

Power engineering security for the formation of the city’s lighting and color environment had been also estimated in this concept. The estimation includes also a range of bans on inefficient ways and means of lighting aside from traditional guidelines on enabling the energy-efficient light sources, high-performance devices and control systems for lighting equipment.
It is important to emphasize strengthening operational requirements, that also include monitoring using a mobile laboratory for lighting engineering inspections in order to detect violations of the conceptual provisions.
Currently this concept is being widely implemented in Moscow.
